This procedure is not in accordance with the information quoted above as received by me from Peking: but I am led to understand that the Company is acting under the instructions of Your Excellency's Government and the case of Lung Cheah Kung Kee & Company, which formed the subject of my telegram of 4th April, would seem to support the Company's con- tention. These declarations when made by Chinese firms are of course quite valueless. When witnessed by my Office they only amount to a Certificate that the professed exporter is not on the Black List, Here again the British Shipping Company even without such Certifi- cate, can be trusted not to accept the cargo.
In my experience doubtful cargo is certain to be exported and imported in either neutral or sometimes allied vessels and to the best of my recollection no case of witnessing either a Customs Certificate of Importation (inwards) or a Declaration of ultimate destination (outwards) in connection with any such
vessel has come before me.
I have ventured to set forth at some length the difficulties and anomalies created here in practice by Your Excellency's Ordinance No. 32 of 1915, in order that the latter, if unnecessary, may be obviated and the former be met in any way in which I can assist with the small staff at my disposal.
